Ombudsman of the Republic asks international organizations to handle the humanitarian situation in settlements located in buffer zone

The Human Rights Ombudsman in the Donetsk People’s Republic received a complaint from residents of Nikitovsky district of Gorlovka. So, on November 16, as a result of shelling against the DPR by Ukrainian military, a power transmission line that provided electricity to Gladosovskaya str. in Nikitovsky district of Gorlovka and Travnevoye village in Artemovskiy district was damaged. As a result, people living in these settlements were left without electricity.

On November 22 the above-mentioned settlements, located in buffer zone, were occupied by the Ukrainian battalion “Aidar” contrary to the Minsk agreements. At the moment, “Aidar” militarymen don’t let residents leave their homes, so people cannot replenish food, water and other supplies. To be noted, there is no central heating and water supply in the village, there has been no power for a week. This situation threatens to cause a human catastrophe, weather conditions also aggravate the situation. In fact, people are hostages of the military battalion that violates the rules of the Geneva Convention of 12 August 1949 Relative to Protection of Civilian Persons in Time of War.

Let me remind you that international humanitarian law prescribes protection of civilians in time of an armed conflict, humane treatment without any discrimination, and also imposes responsibility for unlawful actions.

I have addressed international organizations and Coordinator of subgroup on humanitarian issues Tony Frisch with a request to immediately handle the encroachment upon the life and health by Ukrainian authorities and take appropriate measures.
