To ensure further progress in the matter of the exchange of prisoners of war our side has put forward a proposal to hold a video conference on January 18 with the involvement of the official representative of the Ukrainian side Viktor Medvedchuk, who is responsible for consideration and decision on the issue of the exchange of prisoners.
Taking into account that Mr. Medvedchuk cannot participate in the video conference, considering that Darka Olifer publicly claimed that the sides have mutually agreed to reschedule the video conference for the following week, which is not true, we may conclude that the Ukrainian side impedes the process of negotiations on the exchange of POWs. Unfortunately, the Ukrainian side again demonstrates its inflexibility and unwillingness to honour its own commitments.
In light of the foregoing, our side believes that it is not viable to conduct the video conference relating to the exchange of illegally detained persons today, on January 18. I submitted a letter to the OSCE Coordinator of the sub-group on humanitarian affairs in the framework of the Contact Group in Minsk Mr. Tony Frisch informing him of the pointlessness to hold the video conference today and specifying the reasons why it will not take place.
