As part of the Week of Science and Peace, held from 6 to 12 November, the Ombudsman’s Office in the Donetsk People’s Republic clarifies the procedure of filing complaints, both personally and through email, to improve legal awareness of the population.

Please be informed that written and electronic complaints received by the DPR Human Rights Ombudsman are considered in the manner prescribed by Part 7 of Article 8 and Article 10 of the Law of the Donetsk People’s Republic No. 13-INS dated 20 February 2015 “On Citizens’ Appeals” (hereinafter referred to as the DPR Law “On Citizens’ Appeals”), as well as Article 15 of the Law of the Donetsk People’s Republic No. 30-INS dated 3 April 2015 “On the Human Rights Ombudsman in the Donetsk People’s Republic”, (hereinafter – the DPR Law “On the Ombudsman”), which are posted on the official website of the Ombudsman in the Donetsk People’s Republic.

The complaint must be submitted to the Ombudsman no later than one year from the date of violation of the rights and freedoms of the applicant or from the day when the applicant became aware of the violation.

We inform you that a complaint can be filed by the applicant in person or through his/her representative.

In addition, the complaint must contain:

– last name, first name, patronymic (if any);

– address of the place of residence (temporary stay);

– email address to which the response or notification of forwarding the complaint shall be sent (in case of filing an electronic complaint);

In addition to the above, a complaint about actions (omission) or decisions of state bodies, their officials, violating the human and civil rights and freedoms, must contain:

– the address and name of the body, organization, last name, first name, patronymic and position of the person whose decisions and actions (omission) are appealed;

– a statement describing how certain decisions or actions (omission) that violated or violate, in the opinion of the applicant, his/her rights and freedoms, as well as be accompanied by copies of decisions taken on his/her complaint.
